Dear Nordic Representative for KDP 16/01/06

The Norwegian Council for the Rights of the Kurdish People (RKR) would like to congratulate the Kurdish people and KDP with the new constitution that for the first time in history establish self determination and guarantee the rights for the Kurdish people.

The democratic development in Kurdistan-Iraq is of massive importance for the whole region, and gives hope to all Kurds, and people that support the Kurdish struggle for political and civil rights.

RKR is therefore deeply concerned by the news that Amnesty International has found it necessary to start an urgent action on behalf of Mr. Kamal Sayid Qadir that is clamed to be hold incommunicado. Amnesty International expresses concern for the well being of Mr. Qadir and fear of torture or ill-treatment. Mr. Qadir was reportedly arrested by members of Parastin, the security intelligence service of the KDP 26 October 2005.

RKR has noted that Taha Barwary, the KRG Nordic Representative on Beyan.net confirmed that Kamal Sayid Qadir was arrested by Kurdish authorities 26 October. RKR welcomed Mr. Barwarys clarification on questions regarding the Mr. Qadirs right to legal attorney, and the statement that was given concerning the freedom of press and freedom of expression prevail in a democratic society in which, citizens have the right to express themselves freely in all matters.

RKR kindly requests a further clarification based on the clams from Amnesty International that Mr. Kamal Sayid Qadir has not been seen since he was arrested on 26 October. RKR urge the Kurdish authorities to respect international human rights in all respects.

Yours sincerely
